Medical Certification Program

For 2010 a special program has been developed for residents who are severely allergic to mosquito bites or have special medical needs (such as a quadriplegic). Residents must meet TCMA’s eligibility requirements prior to receiving benefits from this program. TCMA staff will visit the resident’s property to determine if they meet the following:

  • Distance between the road in front of Medcert’s house and the next road behind or beside Medcert house must be greater than 300 feet (measured from curb). If distance is less than 300 feet then property is getting adequate coverage during normal zone sweeps.
  • Must have reflectorized address sign or other signage so that address is visible in the dark. This allows technicians to find the address quickly.
  • TCMA will evaluate spray route map on Medcert property and will have the authority to change route map in order to make the application most effective and efficient. Limits by TCMA may be placed on the size of area sprayed or the time spent at each location. Those on the Medcert list must allow TCMA staff to perform routine mosquito larval surveillance on their property. Any citizen that denies TCMA access to larvicide on their property will be removed from the program.

A resident must obtain a Medcert Request Form from the office or online. This form must be filled out and stamped by their doctor confirming that allergies and/or other health issues are present. A prescription form can be signed and attached to the Medcert form in the event the doctor does not have a stamp. Eligible residents meeting TCMA’s requirements will receive yard treatment when a ULV zone sweep is conducted in their township. TCMA will determine if the property is best treated by truck or hand-held unit. If the resident requests treatment off the designated driveway, TCMA will attach a map to the Medcert request form indicating what areas to treat and the resident must sign a Liability Release Form. If man-made breeding sites are found on a Medcert’s property a letter will be sent informing the resident of the problem and if not corrected immediately, it will jeopardize their eligibility to remain on the program. Business properties are not eligible unless it serves as a primary residence. Medcert properties must have a primary residence located on them, hunting property, camps, and outdoor party areas will not be treated.
